AI Factory France
Launched in November 2025, the AI Factory France initiative is funded under EuroHPC Joint Undertaking, as part of the European strategy for artificial intelligence « AI Continent Action Plan ». Involving 16 partners and with a €30 million budget over three years, it aims to strengthen France’s and Europe’s AI ecosystem across research, industry, and public services.
This first phase establishes the foundation for a sustainable, long-term impact.
The Europe’s AI Continent Action Plan
The AI Continent Action Plan sets out the European Union’s strategy to position Europe as a global leader in artificial intelligence by scaling up its computing infrastructure, accelerating innovation, and ensuring trustworthy, human-centric AI. Integrated with dedicated Data Labs, European Data Spaces, Testing and Experimentation Facilities (TEF), and Digital Innovation Hubs (DIH), AI Factories, with the coming AI Gigafactories, form the backbone of Europe’s AI ecosystem, ensuring that innovation can scale securely and efficiently while reinforcing Europe’s technological sovereignty, competitiveness, and capacity to turn world-class research into real-world AI applications.
AI Factories: Europe’s network for AI Innovation and supercomputing excellence
At the core of this vision lies the AI Factories initiative, designed as a pan-European network of AI-optimised supercomputing hubs that bring together high-performance computing, high-quality data, advanced tools, skills, and support services. These AI Factories act as open innovation ecosystems, connecting research centres, universities, startups, industry, and public administrations to enable the training, fine-tuning, testing, and deployment of advanced AI models across strategic sectors. Nineteen AI Factories and thirteen AI Antennas distributed across Europe are fully operational and interconnected, offering streamlined access to computing resources through a single EuroHPC entry point.
